What is counted as a user?

In the basic (free) system what is counted as a user? Is the admin one user and then another user the second user? Or can I have 2 users AND the admin user?
Along the same line of reasoning, is a GROUP considered one user?
And for the Starter and Business systems - is the admin user one of the maximum users?

The admin is not counted as an user. Please report the detailed bug on github : https://github.com/smart-mobile-software/gitstack/issues
